Dear Colleague:
The Executive Committee last Monday, January 28, 2008 through a majority decision decided to write a letter of appeal to the Securities and Exchange Commission to allow your current and holdover Board of Trustees to conduct the general elections for the members of the Board. As mandated in Sec. 2, Article III of the PAMS By-Laws which was duly approved by the SEC, it states that “all officers of the association shall hold office for one year and until their successors are duly elected and qualified.” Because of failure of the PAMS COMELEC to conduct an election during 13th Annual Convention your officers, therefore, are duty bound and morally obligated to assure a smooth and peaceful transition of our leadership within the bounds of the PAMS By-Laws and the Corporate Code.
In the meantime, PAMS activities i.e. our continuing medical education, the chartering of new chapters in the provinces, the preparations for our mid-year and annual conventions and the conduct of our diplomate and re-certifying examinations will have to push through. Other major challenges that we face this year are our commitment and involvement in the Department of Health’s program for the disabled, our participation in GAWAD KALINGA, the establishment of our training programs in the provincial hospitals, and strategizing the distribution and use of the mobile units donated to us by President Gloria Macapagal-Arroyo. Also included is our support to DR. TIBURCIO S. MACIAS’ candidacy for PMA President. I am certain that this year’s elected officers will have their hands full.
In this regard, please await further instructions through our new website which shall be announced soon. Pamsnet.com has ceased to be our official website because previous announcements released through this site were not known nor cleared by the BOT or the Execom. Furthermore, attempts by the secretariat to gain access to the pamsnet.com website have been unsuccessful since the password has been changed by unauthorized and unscrupulous individuals.
I believe that PAMS’s greatest challenge this year is whether we as a corporate body will be mature enough to withstand the challenges from within. Our By-laws need to be amended to suit our rapidly growing and changing community. Mistrust and internal scheming are rotting our fellowship like cancer that feeds on our doubts and misunderstanding. Let us not get way-laid on the task ahead of us.
I am with the conviction that God in his sovereign wisdom are trying, drilling and molding us for greater challenges in the future. You have a vital part in setting the course of PAMS’s history. Do not allow your privilege to be manipulated or be trampled upon. A clean and honest election is our only option.

I think our 2007 Presidents' President Dr. Rene Catan has no more moral authority to lead because of the failure of election he himself caused. He is rapidly isolating himself to the main body of PAMS and his main feeding vessel why he still sticking to his personal notion that he is still the president is because of the illegal connivance of our National Treasurer, Dr. Nicanor Escutin. They are wantonly spending the money of PAMS without approval from any BOARD. I think they are using a "BLACK BOARD", and this is where they get their blessing in spending our money.
hahahahahahahahaha, thats a new one, "BLACK BOARD". I've heard that Dr. Rene Catan is calling a BLACK BOARD meeting this coming Saturday (1/19/2008). Nagpatawag sya ng meeting in the guise of a 2007 Board of Trustees Meeting pero silently inimbitahan din nya yung mga local chapter presidents (remember the Angry Crowd Scenario). Siguro kung sino pupunta dito sa meeting iyun yung magkocomprise ng "BLACK BOARD". I think, power hungry people should not miss this opportunity, it will be a historical Event, Im sure.
There lies the problem, we chapters from the province don't really know what is the real score. We don't know whom to believe now, but I fully agree that the term of Dr. Rene Catan ended last December, 2007. For the time being I also agree that the Crisis Management Committee should take over until a new set of officers are elected by the General Assembly.
I think, the presidents' president (with all due respect to the title), is prolonging his agony by defying the very institutions he is serving.
First, he betrayed the Board of Trustees by purposely not convening them since May 2007; now he is practically wooing them so he could stay in power.
Second, he betrayed the General Assembly by conducting a Messy Election due to his deceitful plan not to conduct one.
Third, he continuously defies the Pillars of the organizations namely;

I think, the Organization had spoken, the message is CLEAR, the Presidents' President should know what to do next. If he still do not do what he is suppose to do, I think we have a COMEDY.

I have seen from the link created by kutis_porcelana that majority of the 2007 Board of Trustees strongly support the leadership of the Crisis Management Committee, how come dr. catan is still issuing orders.

Shocked I think the wisdom of the CMC in taking over the mandate of leadership is to teach us the virtue of DELICADEZA. The resistance is rapidly dwindling in number because their former supporters are starting to see the Truth, that the Presidents' President's mission & vision is merely to stay in power. The legal domain is not the last resort, it is the Presidents' President's Alibi and his last stance. He could not invoke Moral and Ethical since its too obvious that he do not have the Moral authority to lead, and he do not respect PAMS Ethics. The reason he is invoking Legal remedies is because he is trying to avoid further legal consequences. This is a strategy to avoid complaints filed against him by Dr. William Dy addressed to the 2007 BOT on November 8, 2007. Up to now, it is not being addressed because the issue is being deviated to the issue of power struggle. The demarcation of what is right and what is wrong is very clear. The beauty of what is happening in our organization right now is the fact that we are all learning from it. It maybe confusing & painful to some, but we will come out stronger! The SEC could not defend us against the DEFIANCE, it is up to us to get rid of of it. The essence of our Incorporation is the main basis why the CMC was created. In the end, it is what we want to do that would matter, not the invocation of legal technicalities on what we cannot do!
